Blue Cross wins North Carolina’s medical claims contract — again

North Carolina’s State Health Plan board of trustees has awarded the 2019 Third Party Administrator medical claims contract to Blue Cross and Blue Shield of North Carolina.

The current TPA contract – also with BCBSNC – expires Dec. 31, 2018. BCBSNC beat out rival bidders United Healthcare, MedCost, and Aetna.

State Treasurer Dale Folwell first announced the award at a press conference Tuesday afternoon. According to an announcement from the office of the North Carolina Treasurer, Blue Cross also will provide population health management services. PHM looks to improve costs and quality of care through examining health care data of a population or group.The PHM contract is serviced by a division of Aetna, and the unit will continue to provide the services until 2018.

BCBSNC was awarded its current TPA contract back in 2012. At the time, it beat out United Healthcare for the job.

The new contract is set to run through 2021, according to the Treasurer’s department. At that time, the State Health Plan will review BCBSNC’s performance and decide whether to extend the contract – in one-year increments for as many as five years – or issue another request for proposal.

Current spending by the State Health Plan for more than 700,000 members is about $3.2 billion a year. According to the Treasurer’s department, the new contract keeps administrative costs roughly flat.
